Publicare is a word in the ancient Latin language that means "to publish", that is, to expose or manifest something for public service. Its meaning is framed in enhancing the notoriety of a work, which leads to the dissemination of knowledge and the development of people.
Publicare is a free access magazine with an electronic version with code ISSN 2953-6359, granted by the Secretary of Higher Education, Science, Technology and Innovation (SENESCYT).

AIM AND SCOPE

The objective of the magazine is the dissemination of relevant works that have a high originality and significance. These documents may include theoretical, practical, methodological, experimental and professional practice aspects. All contributions must be based on a thorough updated state of the art that balances the theoretical and the practical.
The journal publishes original articles, review articles, case studies, case studies, and letters to the editor. Two numbers a year will be exhibited, with a biannual frequency (June – November and December – May). This journal is refereed and follows an external evaluation process by experts, under blind peer methodology and in accordance with IEEE reference standards.

Open Access statement

This is an open access journal which means that all content is freely available without charge to the user or his/her institution. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, without asking prior permission from the publisher or the author. This is in accordance with the BOAI definition of open access.

Research Evaluation Policy
Revista Publicare is refereed by specialists of recognized trajectory, under the double-blind system, made up of three evaluators external to the institution whose names are kept strictly confidential.
The works submitted to Publicare enter through the platform, after the creation of a user. The supply of originality format, signed by the author(s) of the research; and, the adjustment of the thematic areas that are published in the magazine. Each one of the selected referees must evaluate the investigations according to the following criteria: Originality, novelty, topicality, clarity and coherence of the discourse, adequate internal organization, quality of the bibliographic references, contributions to the knowledge of the object, adequate preparation of the summary ( brief introduction, objective, methodology, main results and general conclusion) and keywords, as well as the relevance of the title.
Receipt of the article
• They are assigned a code and registered in the corresponding database (Editorial Management). Then, a folder is opened with the code where the article is saved with the authors' data, additionally, an anonymous file is recorded, which is the one that is sent to the referees together with the evaluation form of the same. The review or evaluation of the article begins in three moments.

Evaluation: Editorial Review- Editorial Committee

  • An Internal review or pre-review is carried out, in a period of approximately five (5) days, in which the scientific relevance, its insertion in the areas of the Journal and compliance with the standards are examined. Likewise, plagiarism control and verification is carried out through software on the Web.
  • Decision: Accept/Reject. If it is rejected or considered irrelevant, a communication is immediately sent to the author(s), in this regard. If accepted, to continue the editorial process, the referees to whom the blind manuscript will be sent are chosen (2 referees at least); they are expected to respond, and if they do not do so within the time that is informed in the invitation for arbitration (15 days) they are sent up to two (2) reminders, if there is no response, new arbitrators or external peers are assigned; Whatever the decision, after being arbitrated, it is communicated to the author(s).

Peer evaluation (Referees)

  • The external review is carried out approximately within a period of three (3) weeks, through the inclusion of 02 national and international specialists, as evaluators of the article under the double-blind modality, and in case of disagreement in the evaluation, it is assigned a third evaluator to settle the discrepancies and thus make a decision. These specialists will make observations and issue an arbitration response based on:
    o Publishable without modifications
    o Publishable with slight modifications
    o Publishable with substantial modifications
    o Not publishable (Denied)
  • In the arbitration process, the following criteria are taken into account: Originality, novelty, topicality, contributions to knowledge, clarity and coherence of the discourse, adequate internal organization and preparation of the summary: Brief introduction, objective, methodology, main results and general conclusion , keywords, relevance of the title and quality of the bibliographical references.
  • The format used by the reviewers to evaluate the articles includes two large parameters: Formal or presentation criteria and Content criteria, which will be evaluated on a scale that expresses the values: E=Excellent; B=Good; R=Regular and D=Deficient.
  • In the formal or presentation criteria, the following is evaluated: 1) Originality, relevance and adequate extension of the title; 2) Adequate preparation of the summary: Brief introduction, objective, methodology, main results, general conclusion, and keywords; 3) Clarity and coherence of the speech; 4) Internal coherence of the work; 5) Organization of sections and sub-sections.
  • In relation to the content criteria, the following is examined: 1) Evidenced domain of knowledge; 2) Contributions to the knowledge of the object; 3) Scientific rigor; 4) Theoretical and methodological foundation; 5) Update and relevance of the cited bibliographical references; 6) Contribution to future research.
  • Once the article has been refereed, the concept of publication will be made known through an email to the corresponding author. If adjustments are required to the article (Publishable with slight modifications or with substantial modifications), the author(s) will have a maximum period of 15 days to make the adjustments, and they must send a new version of the document and a letter in which they respond. to each of the suggestions/observations issued by the evaluators. It is the responsibility of the authors to comply with all the suggestions and recommendations sent; if there are disagreements, they must inform and argue their position. The editor decides if the modified article is sent again to the same peer reviewers assigned to request their final endorsement.
  • Once the comments, concepts or corrections have been received by the evaluators, the editor, together with the Editorial Committee, makes the final decision of Accepted for Publication or Not Publishable (Denied), as the case may be, and the respective communication is sent to the author(s). .
  • If the article is Accepted for Publication, the authors must comply with the delivery of: (a) A letter informing that the suggestions reported by the evaluators were included, if they exist; (b) The final version of the article; (c) A statement to the Editorial Board of the journal, of each author's contribution to the article; and (d) The identification data of the authors (full names, academic background, current affiliation, email address and ORCID ID code).
  • In any case, the editor and the Editorial Committee reserve the right to accept or not the articles (after peer review). Rejected articles (Not publishable) will be notified to their authors via email, with the proper evaluation that supports it.

Evaluation: Review of post-arbitration versions

In the new version of the article, the incorporated changes and the Adjustment to editorial standards are verified.

  • Decision: Approve/return to authors (correct), for publication.
    This editorial process, although it may seem simple or straightforward, entails a series of waiting times in each of the phases or moments of evaluation, this time will determine the output of the manuscript in the editions following its submission. There are areas of the journal where review is accomplished quickly, while others are a little slower. The important thing is that the editorial process is fulfilled to guarantee the output of quality material for the scientific area to which it refers.

Adaptation of the article to the publication format of the Magazine (Editorial Process)
Once the article is accepted and approved, the final editing and layout process begins, in approximately two (2) weeks, work that is carried out with the support of an external provider, through the following process: (a) Submission from the editor of the material accepted for publication; (b) Style correction, when required; (c) Sending the material with corrections to the editor so that it can be sent to the authors (first edited version review); (d) Submission to the editor by the authors of the verified material and with suggestions (if any), so that the latter sends it back to the publisher; (e) Layout, layout of the material that is also sent to the authors through the editor (second version review, Final Test), DOI assignment; and (f) Publication of the material on the platform.

Article Processing Charges (APC)
The journal does not charge fees for the submission, review, publication and editorial of the articles. The implicit costs of the journal are made up of the fees of reviewers and editors when the author so requires.
The costs are determined by the publisher, when the author so requests (publication at a preferential time). Editorial processes involve a chronological process according to the date of receipt of the manuscript. When the author requests a publication in a period shorter than the established period, charges for extraordinary processing and preferential time will be applied. Likewise, you can request the services of proofreading and specialized translation, which entails other associated costs. The maximum value to pay will be 200 US dollars. It should be clarified that paid and free publications have the same treatment that meets the requirements of good editorial practices.

Code of ethics

In search of transparency and scientific veracity, the Publicare Journal adopts the guidelines established in the COPE standards https://publicationethics.org/core-practices for the establishment of policies of conduct in editorial work, which allow placing at the disposal of the university community research with quality standards in its contents and whose scientific value will allow the growth of the social sciences in Latin America.
Commitments of the authors
1. The authors agree to accept responsibility for the information written and expressed in their research.
2. Clearly provide the source of the postulated research ideas.
3. Guarantee the originality of the research that postulates in the journal.
4. Communicate in case of evidencing an error in the investigation.
5. Indicate any source of financing if this figure exists in the postulated research.
6. Respect intellectual property, so it is urged not to take or quote information without mentioning the author's credits.
7. Do not apply for papers whose internal research and methodological structure is the same as other research.
8. Guarantee the citation of the research sources, tables, figures and graphs.
9. Do not manipulate the results of the investigation.
10. If you withdraw from the research, it must be expressed in a timely manner through a written communication addressed to the editorial committee requesting withdrawal from the research.

Publisher Commitments
1. Ensure a clear and transparent peer review process for research.
2. Establish timely response periods for the investigator.
3. Notify through a written communication the results of the evaluation process.
4. Ensure respect for the freedom of expression of its researchers.
5. Annual review of the team of referees established by the magazine.
6. Guarantee the exchange of information and knowledge between the editorial committee and advisors, in order to maintain new ideas that allow the improvement of the editorial process.
7. Periodic review of the editorial board, advisors and ethics committee.

Reviewer Commitments
1. Justify the observations made in the research evaluation process.
2. Monitoring and review of the contents, in order to identify any irregular practice.
3. Respect the double-blind system, so if the process is violated, revealing the author of the investigation due to a mistake, he must be notified and waive the review.
4. Verify the fluidity of the contents, in order to guarantee a product with scientific quality criteria.
5. Thorough review of its methodology and results, in order to identify any irregularities.
6. Guarantee the timely response in your arbitration process.
